RICHARDSON, Texas--Electronic Transaction Consultants ("ETC") today announced that Harris County Toll Road Authority ("HCTRA") has awarded ETC a contract to replace its current violation processing system ("VPS") with ETC's RITE(R) Solution VPS module. HCTRA has implemented the other elements of the RITE(R) Solution and, with this award, will now have a fully-integrated system for toll collection, violations processing, and interoperability.

The RITE(R) Solution VPS incorporates client-specific violation enforcement business rules providing a streamlined revenue recovery process. The VPS automates violation image review, vehicle owner registration lookup, notice and invoice generation, and violation payment receivables. It features internal support for department of public safety citation and warrant generation, and can provide secure credit card payments via the Web. Additionally, the advanced capabilities of the system provide HCTRA with the power and flexibility to explore future changes in their operations, including expanding their open road tolling initiative.
Other VPS features include:
-- Customer Service Center interface - provides account lookup by license plate and posting of a violation toll (v-toll) to an existing customer account, and facilitates the conversion of a violation to a new account
-- Multiple forms of payment - extensive support for complex payment by any combination of cash, check, credit cards, or EFT
-- Multiple excusal - extensive support for leniency ranging from select violations to select invoices
-- Digital image review and OCR verification- provides support to automatically and manually process OCR'd images that meet user-defined confidence levels
